Exposure and Curses are only as strong as their uptime. A Curse must be applied to the target and stays only for its debuff duration, and the number of Curses an enemy can suffer at once is limited by the Curse Limit. In Path of Exile 2 the default Curse Limit is low (often one), and specific items or support gems can raise it — confirm the exact number for 0.5.4 as pending PC verification.
