Why is there no monster after I open the Delirium mirror?

That was a 0.1.0f-era Rare-monster pause bug. Delirium has been reworked since, so current behaviour is different — check the live Delirium guide.

Should The Adorned multiply my Timeless Jewel modifier?

A wrong interaction was fixed in 0.1.0f. Because jewel behaviour has moved since, re-verify the exact scaling against the current client rather than assuming.

Did 0.1.0f require a client restart?

Some fixes were restartless and some required a restart to apply. If a fix did not appear after patching, a restart was the expected step at the time.
