Both bosses are alive at once. Wulfric is the melee-pressure threat; Elswyth is the spell and ground-control threat. Their danger is the overlap — Elswyth's chaos-flame on the ground while Wulfric forces you into melee range.
Neither boss is a 'passive' partner. Treat the fight as managing two concurrent threat patterns, then pick a kill order that fits your build.
