Quick Answer
Biting Frost is a Support Gem family with three tiers: Biting Frost I, II and III, obtained at different gemcutting levels. All three do the same thing mechanically — they make a supported Cold Hit Consume Freeze on the enemy for extra Cold Damage.
The supported skill must be a Hit, and the enemy must already be Frozen. The Hit consumes the Freeze to grant a damage bonus; if the enemy is not Frozen, Biting Frost does nothing extra.
It is great on Frozen packs and rares, and weak on bosses that resist Freeze. 'Socket Compatible' only means the gem fits; it does not mean the support is worth using on that skill.

- Use this when available; lower tiers are direct upgrades of the same effect.
Requirements
The supported skill must deal Cold Damage and must be a Hit. Damage-over-time or non-Cold skills gain nothing from Biting Frost.
The enemy must be in the Frozen state when the Hit lands. Biting Frost does not apply Freeze; something else must Freeze the enemy first.

Freeze Consumption
When a supported Cold Hit lands on a Frozen enemy, Biting Frost Consumes the Freeze and grants extra Cold Damage on that Hit. The Freeze is removed by the consumption, so the enemy is no longer Frozen after the hit.
The bonus applies per Hit. If a skill has several hit parts (a main projectile plus shards, for example), each Frozen-hitting part can Consume Freeze separately, as long as the enemy is still Frozen when that part lands.
Because the Freeze is consumed, you need a way to re-Freeze (or a source of frequent Freezes) to keep getting the bonus on the same enemy.

Normal, Rare and Unique Rules
Normal enemies Freeze easily, so Biting Frost pays off constantly on packs. Rares have higher ailment thresholds but still Freeze often enough to be worth it.
Uniques and bosses resist Freeze (high ailment threshold), so they are rarely Frozen long enough for Biting Frost to consume. On bosses the support contributes little unless you invest heavily in Freeze application or the boss is susceptible.
The damage bonus itself does not change by enemy type; the difference is simply how often the enemy is Frozen and therefore how often the bonus can apply.

- Rares: usually Freeze, usually worth it.
- Bosses / Uniques: rare Freeze, rarely worth it.
Support Compatibility
Biting Frost stacks with other Cold damage supports (Cold Penetration, Elemental Damage, Cold Mastery-style supports) because it only adds to the Hit's Cold Damage when a Freeze is consumed.
It competes with other Freeze consumers on the same skill. If a skill already Consumes Freeze for its own effect (like Glacial Cascade), adding Biting Frost means they fight over the same Freeze.

Skill Interactions
Herald of Ice: its explosion is not a Biting Frost-supported hit, so Biting Frost does not add to Herald of Ice shatters. They can coexist, but Biting Frost does not boost the Herald.
Freezing Mark: a strong enabler — it helps apply Freeze so your Biting Frost hits have something to consume.
Glacial Cascade: also Consumes Freeze; socketing both on the same skill means they compete for the Freeze rather than stacking cleanly.

In maps, packs Freeze easily and die fast, so Biting Frost pays off on almost every Cold Hit. This is its best environment.

On bosses that resist Freeze, Biting Frost rarely has a Freeze to consume, so its value drops sharply. Keep it only if your build applies Freeze reliably to the boss, or swap it for a plain Cold damage support.

No bonus damage: the enemy was not Frozen when the Hit landed. Direct answer: Freeze first, then hit; Biting Frost does not apply Freeze.

Boss barely benefits: bosses resist Freeze. Direct answer: swap Biting Frost for a flat Cold damage support on bosses.
Gem fits but feels weak: Socket Compatible is not a recommendation. Direct answer: judge by how often you actually Freeze, not by socket compatibility.
