Quick Answer
Flame Wall itself deals some Fire Damage and Ignites enemies standing in it, but its main value is that projectiles passing through the wall gain added Fire Damage.
The projectile must travel from one side of the wall to the other — shooting from behind the wall through it into the enemy is what grants the bonus.
You can have a limited number of walls; casting a fourth removes the oldest. Circular Wall Support changes the wall shape.

Requirements
No special attribute gate. Flame Wall is a spell gem; it works with any build that fires projectiles through the wall.
Wall Projectile Empowerment
When a projectile crosses the wall, it gains added Fire Damage for that pass. The bonus applies to player, minion, totem and ally projectiles that actually travel through the wall from one side to the other.
A projectile that spawns beyond the wall, or that only clips the edge without crossing, does not get the bonus — the pass-through is what matters.
This makes positioning the wall between you and the enemy the key skill: you want your projectiles to cross it before they hit.

Ignite Behaviour
Enemies standing in the wall can be Ignited by the wall's own Fire Damage. The wall also can let your projectiles carry Ignite if your build ignites on hit.
The wall itself is not Ignited Ground by default; the ignite comes from the wall's damage or your projectiles, not from the ground beneath the wall.
Flame Wall can still make projectiles apply Ignite if your other gear or supports cause ignite on hit.

Infusion Mode
Lightning Infusion can be consumed by Flame Wall to add Lightning to the wall's damage, then the infusion is spent on that hit.
The added Lightning applies to the wall and to projectiles passing through if the infusion is active when they cross.
Because infusion is consumed, you need a steady infusion source to keep Lightning Flame Wall running.

Skill Interactions
Flame Wall layers with Spark, Oil Grenade and other fire or projectile skills: drop the wall, then fire through it.
For minion builds, place the wall so minion projectiles cross it; the bonus applies to ally projectiles as well.
Eye of Winter and other spell projectiles also gain the added Fire when they pass through.

Mapping Rotation
In maps, drop the wall just in front of the pack so your projectiles cross it into the enemies. Keep moving and re-drop as you advance.
Because you can only hold a few walls, treat it as a per-pack buff rather than a permanent field.

Bossing Rotation
Against a boss, place the wall between you and the boss so every projectile crosses it. Refresh the wall during downtimes so it does not expire mid-fight.

If projectiles look like they cross the wall but gain no damage, you are likely firing from the wrong side or the projectile spawned beyond the wall. Stand so the wall is between you and the enemy.
If walls keep disappearing, you are over the limit; let the oldest expire or stop recasting.
