Quick Answer
In 0.5, Ghost Dance grants Ghost Shrouds; when you take a non-fully-avoided hit, a Shroud is consumed and you recover Energy Shield based on your Evasion.
It is not the old 'instant full recover on shroud loss' — the recovery is tied to Evasion and the current hit, so the old guides are outdated.
You need both Evasion and some Energy Shield for it to matter; pure-Life or pure-ES-low-Evasion characters get little value.

The 0.5 Ghost Dance was reworked. The old description — consume a Ghost Shroud and immediately recover Energy Shield equal to a percentage of Evasion — does not directly map to the current version.
Treat any pre-0.5 'instant recover' advice as outdated. Verify the current recovery rule on the in-game tooltip before building around it.

Requirements
Ghost Dance reserves 30 Spirit, so you need spare Spirit after Herald or other spirit skills. It needs Evasion and at least some Energy Shield to provide value.
Persistent Buff
While reserved, Ghost Dance passively grants and refreshes Ghost Shrouds on a timer up to the cap. The buff is always on; you do not activate it per hit.

Ghost Shrouds
Ghost Shrouds are charges that absorb a hit. When you take a hit that is not fully evaded or otherwise avoided, one Shroud is consumed.
Evaded hits, and hits fully avoided by block or deflect, do not consume a Shroud because no damage was taken. Damage over Time also does not consume a Shroud in the same way as a discrete hit.
After a Shroud is consumed, the current version recovers Energy Shield based on your Evasion rather than granting an instant full recover.

Hit Behaviour
Each discrete hit that deals damage can consume a Shroud. Multiple hits in quick succession consume multiple Shrouds, which is why a high-frequency boss can strip your Shrouds fast.
Whether a hit 'recently' consumed a Shroud and refreshed recovery depends on the current client rule; do not assume every hit stacks recovery.

Evasion and Energy Shield Analysis
Ghost Dance scales with Evasion: higher Evasion means more Energy Shield recovered per Shroud. But you also need an Energy Shield pool for the recovery to land in.
A high-Evasion, high-ES character gets the most value. High-Evasion low-ES may overflow recovery; low-Evasion high-ES recovers little; pure-Life has no ES to recover into.

Spirit Budget
Ghost Dance costs 30 Spirit. Against a Herald that also wants Spirit, you must choose: the Herald adds offensive aura value, Ghost Dance adds defensive recovery.
Quality that improves reservation efficiency reduces the effective Spirit cost, freeing budget for both.

Bossing Value

Build Usage
Ghost Dance fits Evasion-based characters that also run Energy Shield, such as Ice Shot Deadeye and Whirling Assault Martial Artist variants.

Troubleshooting
If you enter a map with no Shrouds, that is expected — they fill as you fight. If a boss strips them instantly, the boss out-hits your refill; add more Evasion or other recovery.
If recovery feels weak, your Evasion or Energy Shield is too low for the build.
