Requirements
Both are support gems slotted into a skill that supports the relevant skill type. They only matter for skills that have a movement-speed penalty while used on the move.
Movement-Casting Tradeoff
Some skills let you act while moving but apply a movement-speed penalty shown on the skill itself. Mobility's 'less movement speed penalty' reduces that penalty; it is not a generic speed buff.
Deliberation's More Damage is attractive, but its extra penalty means you move slower while using the skill — which can cost you output windows if you have to dodge.
Crossbow reload is a separate action and is not the same as using a movement-cast skill; the penalty only applies to skills that explicitly allow moving use.

Damage Scope
Deliberation's More Damage applies to the skill's hit damage. Whether it affects Damage over Time, explosions or secondary damage depends on how the skill's damage is structured.
A tooltip damage increase does not always mean higher practical DPS if the movement penalty forces you to stop attacking to dodge — the lost uptime can outweigh the raw multiplier.
Test the skill on a dummy: compare tooltip damage against real clear and boss time with each support.
- More Damage hits the skill's hit damage.
- DoT, explosions, secondary may not all scale.
- Tooltip gain can be lost to downtime.
Mapping Decision
In open maps, Mobility is usually better: you keep moving and clearing, and the smoother movement prevents deaths more than a damage multiplier helps.
If a map lets you stand and delete packs, Deliberation's damage is fine, but most mapping favours mobility.
