Quick Answer: The Fourth Use Is the Final Strike

Tempest Flurry is not a uniform attack — it is a four-use sequence. Uses one and two hit once, use three hits three times, and use four is the Final Strike that fires a Shocking Bolt.

If you stop using the skill, the sequence resets back to the first use. So the payoff is always the fourth press; the earlier uses set it up.

Requirements and Setup

Tempest Flurry needs a Quarterstaff and the attribute requirements of the gem. It is engraved from an Uncut Skill Gem, so the earliest you can use it is when a high-enough tier Uncut Skill Gem drops.

Because it is a sequence, it is usually the centre of a quarterstaff melee loop rather than a filler — you want to keep attacking so you actually reach the Final Strike.

Four-use Attack Sequence

Each press of Tempest Flurry advances the sequence. The first two uses are single hits, the third use is a three-hit flurry, and the fourth use is the Final Strike that launches a Shocking Bolt. Reaching the fourth use is what makes the skill worth using.

Hit Behaviour: Multi-hit, Bolt and AoE

The third use's three hits can each apply on-hit effects, which is why builds that scale per-hit damage like it. The fourth use's Shocking Bolt is a projectile-like lightning effect that can shock the target it strikes.

Area modifiers change how wide the strikes feel, but the sequence structure (1 / 1 / 3 / Final) stays the same regardless of Attack Speed.

  • 1st + 2nd use: single hit each.
  • 3rd use: three separate hits (per-hit scaling applies).
  • 4th use: Final Strike fires a Shocking Bolt.
  • AoE modifiers widen the strikes but not the sequence.

Shock Chance and Magnitude

The Shocking Bolt from the Final Strike can Shock, and the skill's shock magnitude scales with its own modifiers. Shock is what makes Tempest Flurry valuable for bossing even on builds that only press it to apply Shock.

Shock chance is not automatic at 100% — supports and gear that raise shock chance / magnitude directly improve the bossing payoff. Low shock is almost always a gear or support gap, not a bug.

Weapon Set 2 Shock Duty

Some builds keep Tempest Flurry on Weapon Set 2 purely as a Shock applicator, using the quarterstaff only to land the Final Strike Shocking Bolt on a boss before swapping back to the main set.

Because the sequence resets on stop, a Weapon Set 2 shock build usually commits to reaching the fourth use quickly rather than weaving it into a longer rotation.
