QUICK ANSWER

Quick answer

Jeweller's Orbs set the support-socket count directly: Lesser to 3, Greater to 4, Perfect to 5. They do not add one socket at a time.

Using a lower tier cannot reduce an already-higher count.

From 0.5 they can also be used on items that grant skills.

Use it

Use the tier that matches the support count you want.

Sell it

Sell the tier you do not need if a higher one is cheaper.

Hold it

Hold Perfect for your final main-skill setup.
