How the quiver bonus multiplier works
Widowhail's modifier reads (150-250)% increased bonuses gained from Equipped Quiver. The key word is 'increased': it takes the numeric value of a quiver bonus and increases it by the Widowhail roll. A quiver bonus of +40 to Maximum Life with a 250% Widowhail becomes +40 x (1 + 2.50) = +140 to Maximum Life. The general formula is: Scaled Quiver Bonus = Base Quiver Bonus x (1 + W/100), where W is the Widowhail roll (150, 200 or 250).
Because the multiplier is (1 + W/100), the effective factors are x2.5 at 150%, x3.0 at 200%, and x3.5 at 250%. This is confirmed by the documented arrow example: a quiver whose implicit grants 'Bow Attacks fire an Additional Arrow' (+1) combined with an explicit '+1 to Projectile Count' sums to 2 before Widowhail; at a 250% effect that 2 becomes 2 x 3.5 = 7 additional arrows. The stats are added together first, then multiplied.
What 'bonuses gained from Equipped Quiver' means in practice is every scalable numeric bonus the quiver grants to your character - both its implicit line and its explicit affixes, and also corruption implicits. This includes added damage (flat), increased percentages (attack speed, crit, damage), attributes, resistances, life, accuracy, projectile speed, pierce counts and additional-arrow mods. The multiplier does not invent new stats; it only scales the ones already present.
A subtle point many players miss: the bonus is multiplied, not added as a second copy. A quiver with +20% increased Attack Speed and a 200% Widowhail yields +20% x 3.0 = +60% increased Attack Speed from that line - it does not become +20% + 200%. The Widowhail roll is itself the 'increased' magnitude applied to the quiver's underlying bonus value.
Why the bow's own DPS is low but the build works: Widowhail replaces 'good weapon stats' with 'good quiver stats, amplified'. A Rare quiver can easily carry large flat added damage, double-digit increased attack speed, skill levels, life and resistances. Multiplying all of that by 3.5 produces more total offensive and defensive value than the flat physical damage a normal bow would provide, at the cost of needing a strong, well-rolled quiver to justify the bow slot.

Widowhail is a quiver-delivery system. It shines in any build that funnels value through the quiver slot and can supply a strong quiver. The following are the realistic homes for the bow; each has a hard prerequisite (the quiver) that you must meet before the bow pays off.
Ice Shot Deadeye
A natural home: Deadeye rewards projectile count, and a quiver stacked with added cold/physical damage, attack speed and +projectile-skill levels gets multiplied several times. Aim for a 230%+ Widowhail and a quiver with +2 projectile skill levels plus high added damage.

Widowhail is used to amplify a quiver that grants +projectile skill levels and projectile speed; the multiplied projectile scaling feeds Projectile Acceleration and Spark's multi-hit damage. Budget versions clear early maps for the cost of a few dozen Exalted Orbs.

Alternatives: Rare bows and other uniques
Widowhail is not a 'more DPS no matter what' bow. Its value is conditional on the quiver. If you cannot source a quiver worth amplifying, a well-rolled Rare bow will outperform it because Rare bows bring their own flat physical damage, attack speed, critical modifiers and sockets.
Compared with other unique bows, Widowhail occupies a unique niche: it has no damage mechanic of its own, only the quiver multiplier. Bows that add flat damage, penetration or ailment conversion are simpler to use and do not require a carefully crafted quiver. Use those when you want a self-contained weapon rather than a quiver engine.
Within the quiver-scaling fantasy, there is no direct competitor - Widowhail is the only bow that scales the equipped quiver. So the real alternative decision is 'invest in a quiver + Widowhail' versus 'invest the same currency in a stronger self-contained Rare or unique bow'. Early and mid campaign the quiver route is often cheaper per point of power; at the very top end a mirror-tier Rare bow can exceed it but costs far more.

Random drop (level 25+ monsters, Act 2 onward)
Widowhail drops anywhere from monsters at level 25 and above. You cannot target it specifically, but increasing overall unique drop rate via 'Increased Rarity of Items Found' and juiced Waystones raises how often uniques appear.
Orb of Chance on a white Crude Bow
Using an Orb of Chance on a normal Crude Bow can produce Widowhail, but the success rate is low and the currency is better spent gambling for rarer uniques. Most players skip this route because the bow is already common on trade.
Player trade
The trade site is the most reliable way to get a specific roll. Because the drop rate is high, 240-248% rolls are often available for a fraction of the price of a perfect 250%, and a 250% bow can still be far cheaper than a mirror-tier Rare bow. Widowhail is a unique Crude Bow with (150-250)% increased bonuses gained from Equipped Quiver. The roll is in 50% tiers (150 / 200 / 250). This is the only current version; there is no separate legacy quiver-bonus value to confuse with it.
Unique Runeforging was introduced, letting low-level uniques (level requirement below 55) be upgraded. Widowhail (level 1) qualifies: the unique quiver-bonus mod is retained and the base gains higher physical damage plus a Runeforged base. There is no Divine Orb change to the quiver-bonus roll - it is a fixed range, not a variable re-roll.
The trade site shows the exact 'increased bonuses gained from Equipped Quiver' percentage. Buyers filter on it directly. A Runeforged Widowhail is a distinct base type with Runic Ward and is listed separately from the normal unique.
