Quick Answer
Cast on Critical Strike is a Meta gem that reserves 100 Spirit. Instead of being cast directly, you socket a Spell into it, and every time you score a Critical Hit, the gem gains Energy.
When the Energy bar fills, the socketed Spell is cast automatically. A Critical-Hit-focused build is what makes the gem fire often; a build that never crits will never trigger it.
It is not the same as Cast on Elemental Ailment. Cast on Critical Strike triggers off Critical Hits, while Cast on Elemental Ailment triggers when you inflict an elemental ailment. Pick the one that matches how your build actually deals damage.

Requirements
No special attribute gate to enable the Meta gem itself. The real requirement is that your build crits reliably and often.
The socketed Spell has its own requirements. If that Spell needs a specific weapon, attribute, or Weapon Set that you are not meeting at the moment, the trigger will not fire even when the Energy bar is full.

Critical Hits and Energy
Every Critical Hit you land adds Energy to the gem. Both Attack Critical Hits and Spell Critical Hits count; the gem does not care which kind of hit crit, only that it was a Critical Hit dealt by you.
Critical Hits from your Minions do NOT add Energy. Only hits that originate from you fill the bar. Triggered-spell Critical Hits also do NOT add Energy, which is what prevents an infinite trigger loop: the spell that the gem casts cannot feed Energy back into itself.
Each hit is counted separately, so a single skill that lands several Critical Hits adds Energy several times. When multiple projectiles from one attack crit on the same target on the same frame, they each contribute, but the game applies a per-frame cap on how much Energy a single action can grant, so a 20-projectile screen clear is not twenty times better than a few crits.

Socketed Spells and Maximum Energy
You socket exactly one Spell into Cast on Critical Strike. That Spell decides the Maximum Energy threshold: higher-cost, slower Spells raise the threshold you must fill before the trigger fires, while cheaper, faster Spells lower it and let the gem cast more often.
Cast Time matters because it sets how long the triggered Spell takes to cast. A long Cast Time means the triggered Spell occupies you longer and fires less smoothly between crits; a short Cast Time keeps the loop responsive.
This is a mechanic estimate, not a DPS calculator. It does not model missed hits, target count, server tick behaviour or downtime, so the theoretical fill time is only a planning aid, not a guarantee of in-combat performance.

Spirit Budget
Cast on Critical Strike reserves 100 Spirit, which is one of the largest reservations in the game. After enabling it, most characters have little Spirit left for other persistent skills.

Support Compatibility
The most common mistake is socketing the wrong support in the wrong place. Supports that change how the trigger behaves (Energy gain, trigger rate, or the gem's own stats) go on the Meta gem. Supports that change the Spell's damage or behaviour go on the socketed Spell.

Skill Interactions
Cast on Elemental Ailment: a separate Meta gem that triggers on elemental ailments instead of crits. If your build already chills / freezes / shocks reliably but does not crit much, that gem may be the better fit.
Spell and Attack tags: both crit types feed Energy, so a hybrid crit build (crit attacks plus a crit spell) still works; just remember Minion crits do not count.
Weapon Sets: because the socketed Spell must meet its requirements at fire time, switching Weapon Sets can disable the trigger if the new set cannot meet the Spell's needs.

Mapping Rotation
In maps, packs give you many crits per second, so the Energy bar fills quickly and the socketed Spell fires almost continuously. This is where Cast on Critical Strike feels best.

Bossing Rotation
On a single boss you have far fewer hits per second, so the trigger fires less often. It still works if your crit rate is high, but the payoff is smaller than in maps. Keep your main crit skill on the boss and let the trigger add burst between your own casts.

Build Usage
Critical Occult / Infernalist: CoC-style builds socket a cold or lightning Spell and lean on Critical Chance to fire it constantly.
Cold Caster Chronomancer: a crit-caster shell that uses the trigger as a passive damage layer while the main spell is cast manually.
Spell-on-Crit Stormweaver: pairs a cheap socketed Spell with high crit rate for near-continuous secondary casts.

Troubleshooting
Bar is full but nothing casts: the socketed Spell's requirements are not met at that moment — wrong Weapon Set, missing attribute, or the Spell is on cooldown / you are silenced. Direct answer: meet the Spell's requirements or switch back to the correct Weapon Set.
Gem never fires: you are not critting. Direct answer: raise Critical Chance; without crits there is no Energy.
Trigger feels weak on bosses: fewer hits per second means slower fills. Direct answer: that is expected; invest more crit rate or accept lower boss uptime.
Second copy does nothing: only one instance is allowed. Direct answer: remove the duplicate; it does not stack.

Community Evidence
Players routinely report the 'full bar, no cast' case, which almost always traces back to the socketed Spell's Weapon Set or attribute requirement not being met at fire time.
The Minion-crit question is common: people expect their Spectres or minions to feed the bar, but only the player's own crits count.
The biggest build-level debate is 100 Spirit versus running Heralds or Combat Frenzy; most crit builds accept the cost only when the trigger is central to the damage plan.

Known Issues and Limits
Trigger loop is intentionally blocked: the triggered Spell's own crits do not add Energy, so you cannot spiral the trigger infinitely.
Per-frame Energy cap means a huge multi-projectile hit does not grant a disproportionate burst of Energy in a single frame.
One-instance limit: equipping a second Cast on Critical Strike does not stack or add a second trigger.
