OVERVIEW
How Hand of Wisdom and Action works
Hand of Wisdom and Action (HOWA) is a unique glove whose entire value comes from turning your attribute totals into attack power. It has two scaling modifiers. The first, 'Adds 1 to 10 Lightning Damage to Attacks per 20 Intelligence', grants flat Lightning damage on every attack hit; the more Intelligence you have, the bigger the flat added. The second, '1% increased Attack Speed per 20 Dexterity', grants attack speed that also scales with your Dexterity.
Both modifiers are explicitly 'to Attacks'. Spells do not benefit, and effects that are not attacks (such as Herald shatter procs that are spell-driven, or minion/totem hits using their own weapons) do not receive the flat Lightning. The added Lightning is normal flat elemental damage, so it is then multiplied by every 'increased Lightning Damage', 'increased Elemental Damage with Attacks', 'increased Attack Damage' and 'more' multiplier you already have.
Worked example: at 600 Intelligence and 400 Dexterity, Intelligence stacks = 600 / 20 = 30, so the gloves add 30 × (1 to 10) = 30 to 300 Lightning Damage per attack. Dexterity stacks = 400 / 20 = 20, giving 20% increased Attack Speed. That is the glove's entire contribution before any other gear — and because it is flat and percentage-based, it compounds with the rest of an attribute-stacker's multipliers.
Crucially, HOWA gives you no Accuracy, no Life or Energy Shield, no resistances and no resource sustain. You still need to land hits (Accuracy), survive (defenses), and sustain mana/spirit. This is why you cannot only stack attributes: the glove is an enabler that slots into an attribute-stacking shell which must solve accuracy, defense and resource elsewhere. A common complement is the all-attribute amulet (Astramentis) and the attribute-scaling quarterstaff Pillar of the Caged God, both of which multiply the same attributes.

Build usage
HOWA is an enabler, not a standalone build. The four contexts below show where it fits, what you need alongside it, what it does not provide, and which skills it cannot support.
Early Attribute Stacker (campaign to early maps)
Equip at Level 33 once you reach 24 Dex/24 Int. Pair with any attack skill that benefits from flat Lightning + attack speed. Entry: Xesht kill for the drop. Missing defense: the glove is low-evasion/ES, so Life/ES/resists must come from the rest of the gear. Unsupported: pure spellcasters (attack-only mods).
Midgame HOWA Transition (maps, pre-all-attribute amulet)
Around 200 Int / 200 Dex with capped resists and an attribute-stacking passive skeleton. Keep HOWA as the core glove; free ring/amulet suffixes for attributes because defenses are solved elsewhere. Missing defense: still no innate defense from the glove. Unsupported: spells.
Endgame Attribute Stacker (post-all-attribute amulet)
500+ Int and 400+ Dex typical (800 Int / 600 Dex for top breakpoints). Runs HOWA (gloves) + Pillar of the Caged God (weapon) + all-attribute amulet + Ingenuity (rings) + attribute jewels. Missing defense: glass-cannon; needs CI/chaos res and mana sustain. Unsupported: spells / totem-own-weapon hits.
Legacy Item Comparison (Furtive Wraps vs Spiral Wraps)
Pre-0.2.0 HOWA kept the Furtive Wraps base (higher evasion/ES ~50/19) but uses the SAME current scaling because the rebalance auto-applied. A Divine Orb only re-rolls the +Dex/+Int (15–25) rolls. Buy whichever roll is better; base type barely matters for offense.

Alternatives
Against a well-rolled Rare Spiral Wraps / Furtive Wraps, the difference is scaling. A Rare glove can give a fixed small flat Lightning roll, a fixed increased Attack Speed roll, plus resistances, Life/ES and Accuracy. HOWA instead makes its flat Lightning and attack speed grow with your attributes — so the more Int/Dex you stack, the more each glove mod is worth. If your build already stacks 300+ Int and 200+ Dex, HOWA almost always beats a Rare glove for damage; if you are not attribute-stacking (low Int), a Rare glove with flat Lightning + resists + Life is usually better because HOWA's scaling is wasted and it provides no defenses.
No other unique glove currently provides per-attribute flat Lightning scaling, so HOWA is the only 'attribute-scaling attack glove' in 0.5. Related unique gloves fill different roles: Kitoko's Current grants Lightning-hit Electrocution buildup (ailment control), not a damage substitute; Ghostwrithe is a body armour for Life→ES conversion. Versus the Pillar of the Caged God (a weapon), HOWA is complementary rather than an alternative — the standard attribute stacker runs both, since Pillar adds Weapon Damage % (Str) and HOWA adds flat Lightning (Int) and AS (Dex).

There is exactly one non-trade drop source and no Orb of Chance path. You either kill the pinnacle boss or buy it on the player market.
Xesht, We That Are One (Breach pinnacle)
HOWA is a drop-restricted unique that drops from Xesht, We That Are One. Xesht is reached by using a Breachstone in the Twisted Domain (Atlas Realmgate). Breachstones are made from 300 Breach Splinters farmed in Breach endgame maps.
It can drop at any difficulty of Xesht, so even an early Twisted Domain run can yield it.
Player Trade
Buy a pair on the official trade site. Price varies by league, region and date; early league a well-rolled pair can cost several Divine Orbs, while a low-roll pair is far cheaper. Always check the current roll range (15–25) and base type.
Orb of Chance — not possible
HOWA is excluded from the Orb of Chance pool. Using a Chance Orb on a white Spiral Wraps / Furtive Wraps will never produce it.

Does HOWA's added Lightning work with spells, or only attacks?
A player was unsure whether the flat Lightning benefited their Lightning spell skills.
The modifier text reads 'Adds 1 to 10 Lightning Damage to Attacks per 20 Intelligence'. The word 'Attacks' restricts it to attack hits. Spell hits, and Herald/secondary effects that are spell-driven, do not receive the flat Lightning.
Only attacks. Builds that convert the flat to another element (e.g. Chaos) still need the damage to be an attack first. Spell-only casters get nothing from HOWA.
How much Lightning do I get at 600 Int?
A player wanted the exact flat Lightning at a common endgame attribute total.
Scaling is linear: stacks = floor(Intelligence / 20), and each stack adds 1 to 10 Lightning. At 600 Int that is 30 stacks.
At 600 Intelligence you get 30 × (1 to 10) = 30 to 300 added Lightning Damage per attack, before any other multipliers.
Can I farm HOWA with an Orb of Chance?
A player asked whether chancing a white Spiral Wraps could yield HOWA.
HOWA is drop-restricted to Xesht and is explicitly excluded from the Orb of Chance pool, confirmed by poe2wiki and multiple guides.
No. You must kill Xesht, We That Are One (via Breachstone in the Twisted Domain) or buy it on Trade. A Chance Orb will never produce it.
Is the old pre-0.2.0 HOWA with 3% per 25 Dex still obtainable?
A player saw older guides quoting stronger stats and wondered if those items still drop.
The 0.2.0 rebalance changed the rates and the patch note states the per-attribute changes affect existing items. So the old scaling was automatically converted on every owned HOWA.
No. Every in-game HOWA now uses 1% per 20 Dex and +1–10 per 20 Int. Only the base-type name (Furtive Wraps vs Spiral Wraps) differs; the old stronger rates are gone. A Divine Orb only re-rolls the +Dex/+Int rolls.

My HOWA build does almost no damage
Direct answer: Your Intelligence is likely too low. Below ~200 Int the flat Lightning is small. Stack Intelligence (and Dex for attack speed) — at 600 Int the glove alone adds 30–300 Lightning per hit.
- Check total Intelligence and Dexterity on the character sheet.
- Confirm your skill is an attack, not a spell.
- Verify you have Lightning/Elemental damage multipliers to amplify the flat.
I keep dying with HOWA equipped
Direct answer: HOWA provides no Life, Energy Shield, resistances or Accuracy. The glove is an offensive enabler only; your defenses must come from the rest of the gear and the passive tree.
- Cap elemental resistances (75%).
- Add a defensive layer (Life/ES/CI) and Accuracy from other slots.
- Do not treat HOWA as a defensive unique.
My spells do not get the Lightning
Direct answer: Correct — the mod is 'to Attacks'. Spell hits do not receive the flat Lightning or the attack speed.

Divine Orb behavior: the 0.2.0 patch note says the per-attribute changes affect existing items automatically, while a Divine Orb can obtain the remaining value changes. So the old scaling was auto-applied (nerfed) to every owned HOWA; a Divine Orb only re-rolls the +(15–25) Dex/Int rolls.

'Hand of Wisdom and Action Furtive Wraps' = pre-0.2.0 era (kept old base, current scaling); 'Hand of Wisdom and Action Spiral Wraps' = current drop (current base, current scaling). The modifier text is identical, so the only real difference is base evasion/ES.
Rebalanced HOWA: now Adds 1 to 10 Lightning Damage to Attacks per 20 Intelligence (previously per 10), and 1% increased Attack Speed per 20 Dexterity (previously 3% per 25).
