The Adorned turns a specific category of jewel into a multiplier. Its single line, (0-150)% increased Effect of Jewel Socket Passive Skills containing Corrupted Magic Jewels, applies to every Corrupted Magic Jewel socketed in a jewel socket that falls inside the Adorned's radius on the passive tree. A Magic Jewel is the blue-rarity jewel with exactly two modifiers; once corrupted (typically with a Vaal Orb) it qualifies, and the Adorned scales the effect of that socket's passives by up to 2.5x at a perfect roll.
Because it multiplies, The Adorned rewards a tree that invests in several high-value Corrupted Magic Jewels. One weak jewel barely moves the needle; a tree loaded with well-corrupted Magic Jewels makes The Adorned one of the largest single-slot power spikes in the game.
Current versus legacy: in the current 0.5.4 range the roll is random between 0% and 150%. Before patch 0.4.0 the range was 0-100%, so older copies cap at a 2x multiplier. A modern 150% roll is strictly stronger than any legacy copy. The Adorned also cannot affect itself, Rare jewels, Unique jewels, Time-Lost jewels used as the radius anchor, jewels socketed into equipment (for example Sekhema's Resolve), or jewels inside Sinister Jewel Sockets - those are not passive-tree jewel sockets.

Use a Vaal Orb to corrupt each Magic Jewel. Corruption can improve, brick, or leave the jewel unchanged, and may add a third implicit modifier. Corrupt spares so you keep usable copies.
Confirm the jewels are still Magic and Corrupted
The Adorned only amplifies Corrupted Magic Jewels. A jewel that stopped being Magic, or was never corrupted, contributes nothing.
Plan and allocate a socket inside the radius
Place The Adorned in an allocated jewel socket, then allocate nearby sockets for your Corrupted Magic Jewels inside its radius. Remember you still pay the passive points to reach and allocate those sockets.
Search for ready Corrupted Magic Jewels on trade
If crafting is slow, search the trade site for Corrupted Magic Jewels (Item Category: Jewel, Rarity: Magic, Stat filters for your two target mods, Corrupted: Yes) and buy the pair you need rather than corrupting blindly.
A +12% Maximum Life Magic Jewel contributes +12% Life on its own.
