Voices is a single Unique item, but it has three functional variants defined entirely by the rolled socket count. Understanding the number is the whole valuation story.
Each variant is the same jewel with a different 'Allocates N Sinister Jewel Sockets' line. The roll is decided when the jewel drops and is permanent because the item is Corrupted.

The hard, confirmed rule: Unique Jewels cannot be placed in Sinister Jewel Sockets. Regular Magic/Rare jewels fit. Radius effects and jewel-socket modifiers do not apply inside Sinister Sockets, and Sinister Sockets are not within each other's radius.
OVERVIEW
Overview: how Sinister Jewel Sockets work
Voices converts one normal passive-tree Jewel Socket into a source of extra jewel slots. When socketed, it temporarily unlocks 2, 3, or 4 Sinister Jewel Sockets that appear directly to the left of your character's portrait at the centre of the passive skill tree. These sockets are a separate system from the normal sockets scattered around the tree.
Because the number is rolled at drop and Voices is Corrupted, you cannot improve a low roll. The entire price spread between a 2-socket and a 4-socket copy is this single number, which is why identifying (or buying identified) matters so much.
Sinister Sockets are powerful but deliberately constrained. They accept regular jewels only - Unique jewels (including Megalomaniac, The Adorned, Against the Darkness, From Nothing, Controlled Metamorphosis, and Heart of the Well) are excluded. Jewels placed inside them are disconnected from the tree, so they do not benefit from radius effects, jewel-socket passive bonuses, or modifiers that affect Jewel Sockets. Sinister Sockets are also treated as not being within the radius of each other.
Current versus legacy: Voices was introduced in PoE2 0.5.0 as a Delirium-exclusive chase jewel. There is no older 0.1/0.2 version of Voices to compare, but community conclusions about Sinister Socket compatibility that predate 0.5 should not be treated as current. Always verify the socket count and the jewel type against the live 0.5.4 client.

More sockets is not automatically better than one perfectly placed high-value jewel. The decision is about how many independent jewel mods your build can actually use. A 4-socket Voices feeding The Adorned (which amplifies Corrupted Magic jewels) is one of the highest passive-point yields available, but requires the right jewel types.

How to use Voices
Unlock a normal Jewel Socket
Allocate a normal Jewel Socket on your passive skill tree. Voices occupies this socket like any other jewel.
Socket Voices
Right-click Voices into the allocated socket. The Sinister Jewel Sockets immediately appear to the left of your portrait.
Fill the Sinister Sockets
Drag regular Magic/Rare jewels (and, per current client rules, Corrupted Magic jewels) into the Sinister Sockets. Each holds one jewel and grants only its own explicit modifiers.
Plan the tree path
Because Sinister Sockets cost no extra passive points, the only tree cost is the path to the one socket you gave Voices. Compare that path cost against the stats from your slotted jewels.
One normal Jewel Socket holds a single jewel with its own modifiers and any radius effects.
That same socket now also grants 2-4 Sinister Sockets by the portrait, each holding an independent regular jewel with no radius dependency.
The trade-off is purely the passive points spent reaching Voices' socket versus the cumulative value of 2-4 extra jewels.

The decision is not 'more sockets = better' but 'how many independent jewel mods can my build actually use'. A 4-socket Voices is only worth it if you have four worthwhile jewels to fill it.
Jewel-stacking endgame
Pushes 2-4 clean rares (life, resistances, attributes, crit, damage) through the Sinister Sockets for a large net stat gain.

Alternatives
A normal high-value jewel in a regular socket is the direct alternative. If your build only wants one or two specific jewel mods, a single well-placed rare plus the passive points you did NOT spend reaching a Voices socket can out-value a low Voices roll.
Other Unique jewels (The Adorned, Against the Darkness, From Nothing, Controlled Metamorphosis, Megalomaniac) provide their own tree mechanics but cannot be placed in Sinister Sockets, so they are complements rather than replacements for the slots Voices grants.
Time-Lost and Timeless Jewels affect nodes in radius on the tree; they are a different power axis and are also excluded from Sinister Sockets.

My radius jewel in a Sinister Socket seems to do nothing extra
Direct answer: Sinister Sockets are disconnected from the tree, so radius effects do not apply there. Only the jewel's own explicit modifiers count.
- Check that you are valuing only the jewel's own mods, not any radius bonus.
Voices dropped unidentified and I don't know the count
